Perhaps when someone can develop applications like web browsers, email clients, text editors, media players, etc. I think when fully understanding when that language can do and how to work with it's compabilities then one can say, "I know C++". Any one can say I know C++ and just develop a "Hello World" program, lol. I know as far as a little console programming in C++ but I don't bother saying I know the language. On a Resume, I would put "Novice knowledge of Java" or "Beginner - Intermediate knowledge of Java".
I've been programming with Java for several months, since early-October and yes I can create a drawing program, a text editor, an advanced metric converter but I would still consider myself a novice-intermediate (hardly that) Java programmer. I still don't fully understand "Multi-Threading" and "Networking" yet. And those are the major "need to know"'s about Java when it comes to programming in Java.

I used to use four levels of skill weighted variously by other important factors. An even number of levels mean you have to think about the person, you can't just toss someone in the middle.

"No skills" wasn't on the list, so I guess you COULD say there were an odd number of classifications. "Fair" and "Good" and such don't really hack it. You can divide at various reasonably obvious levels. Consider a secretary that claims knowledge of an office word processor. Surely they can type and set margins. Can they do a mail merge? Can they write a macro? Can they use a table effectively? That sort of thing. Depends on the language.

Just becouse you read a few books doesn't make you an expert on console programming. You should actually program all the time, an expert wouldn't be asking the questions you are asking. I recomend going back to your yahoo chatroom that you originated from and keep pretending like you know what your talking about.
