Using the printer port

I'm trying to use an IR transceiver circuit in an application I'm coding. The schematic and source code required were downloaded from the internet. The problem is that the circuit is not functioning at all. I'm quite sure the hardware is fine, my concern is, I was told that windows XP prohibits the use of the printer (parallel) port. I need help with this issue, how do I make sure that the send and receive functions are actually talking to the port?

Any help would be appreciated, thanks in advance
