I don't know any for windows. Well, komodo... But Eric3 is pretty good! Eric3 IDE and free!

Just to bring you up to date, the next version of Ruby In Steel will include debugging: breakpoints, watch variables, locals, step-into, step-over and an interactive debug console. It will be available by the end of May from www.sapphiresteel.com
