Does anyone know how to determine if the Regional or Culture settings set in Windows is supposed to be formatted Right-To-Left?

Is there are way to determine this?

Try reading the documentation.
If you are using .NET Framework 2.0, try using Application.CurrentCulture.TextInfo.IsRightToLeft.
