I have a program I have written in VB6 named Article Distributor, and versions 1 and 2 have become quite popular. I am rewritting and updating it to VB.NET, and I need help to get Version 3 done quickly because I have a party interested in purchasing the source code. Even if the sale of the source code should fall through, this version will be a marketable version that I am tentatively pricing at $99. I would be willing to split net profits (not gross profits) of either the sale of the source code or the sale of the binaries equally. I can offer no money up front however.

Well it doesn't sound bad to me, I'm not your man though, I can't code VB/VB.NET.
Your website looks nice, but just a hint, it looks kind of 'templatized' if you know what I mean. There are bits to be improved, that would certainly help you if you are serious about it.
