All of the ones are "free" on bittorrent. But only use it for free stuff like everyone else.

Microsoft's compiler is free ( http://msdn.microsoft.com/visualc/vctoolkit2003/ ) as is a GNU GCC port ( http://www.mingw.org/ )

The graphical interface is an IDE, Dev C++ supports both of these compilers. I like the Anjuta IDE, but it's for Linux only I believe.

Dev-C++ is an IDE, not a compiler. Dev-C++ uses the second of the given, IIRC.

Microsoft VC++ Express 2005 uses syntax highlighting as well, if that's what you mean.

That's what compilers are. They are normally just command line programs. An IDE is the graphical program that has the built in editor, it uses the backend compiler internally.
For example, Microsoft Visual C++ is an IDE, but it uses the Microsoft C++ compiler (cl.exe).

cl is free, as I said before; MSVC (the IDE/graphical frontend) is not.
