I'm not sure of any fee hosts but I do know that Dune and Wolfpaw are fairly low depending what kinda of service your looking for.

Check this link out, it's a big list of host that are free with php and mysql support. CSS is supported everywhere since it's going to re-place html one day.

You may want to consider AppServ.

In short, it's an Apache/PHP/MySQL server that you can run off your own PC. If all you're doing now is coding it should be all you need.

CSS is going to replace HTML? I am not really sure that is possible. CSS is just a descriptive language which allows one to defines properties used within webpages, you can not create webpages out of CSS doucments--at least not that I have yet seen.

Perhaps you mean to say that XHTML is going to replace HTML? XHTML regards CSS very amiably if I recall correctly. XHTML allows for a much more sophisticated use of CSS and makes it easier to integrate CSS... not to mention the XHTML provides a more powerful language for scripting websites.
