I'll prob get burned for this but I have an emachine, I got it for around $400, $450 with a monitor 2 years ago and it's still going pretty decent. The only thing I got ripped off on ram, didnt even really have enough to run windows, but $50 worth of ram and I havent had a problem with it. AMD 2400 processor, kinda shabby video card that worked fine but coudlnt run some games, I got an nvidia from a friend. Anyways, the value pcs or whatever are often pretty decent, they arent all going to fall apart on you. My emachine has outlasted lots of friends systems.

Call up some of the local government agencies and even local schools. Such places are notorious for buying huge numbers of machines and getting rid of them just a few years later. Some hold auctions, others silently dispose of them. Even if they aren't "upgrading" at the time, there's still a fair chance that there's something laying around that you can take off their hands (for a small fee or not).

Ebay I guess if it's tests. But I know another but it's not a worldwide company. (I think)

Also building comps. is easy...Actually....If you have no idea scratch that lol

EDIT: Cold your school does that?!?!?! In mine I help rebuild servers (About 200) and if there old they donate 'em to other schools or eventually just churches... For me there's a law against throwing those out =(
