Classroom Internet control

So here's the story, I work in a classroom with 34 computers and 3 servers. Some kids have been using the internet for inappropriate uses, which would be during class while they need to be working on a project, etc. I am wanting to create a program mainly in VB that will allow me to disable internet access to a certain computer or a certain username in the Active Directory. I know the way with active directory to set a false proxy but that takes to much time. Is there anyone with an Idea of how I could set this up to be able to manage it from a computer that is not the server. If you have any questions, let me know.
thanks,
Phil

does the student need network access to do their project? If not, remotely disable the network adapter or block the httpd port (80 on most).

Also, there is a a Program called NetSchool Suppot, NSS for short. You can downlaod it for free, put in on a computer, and label it server, and all the other cients, and you can do anything with it, you monitor all computers logged on, you can see what they are looking at, and even control it.

If I do that then the whole class goes down from the internet and I need the internet up most the time for myself.

If you do what? you can specify which machine to disable access for.
