As David said, it depends on whether the site earns money from advertment 'hits'. Generally it is frowned apon in forums for the members to point to their sites for no particular reason other than to attract visitors. And where does "Join my site" fit in? I don't think that can be considered 'in accordance' either. I would chalk up the posts in question to self-advertisement, as David did.
