I suggest using notepad if your just beggining its free and easy.

Dreamweaver is definetly a more advanced html editor. If you are starting out, you might want to practise some stuff in notepad first.

When I wanted to learn HTML I picked up a copy of HTML 4 for Dummies. I realize nobody wants to be called a dummy, but the book teaches you the fundamentals, and it's all you need to start (along with a simple text editor like Notepad). Or you can search around for some tutorials, though I find reading tutorials off the net to be somewhat of a pain. The book shouldn't be too pricey since it isn't very thick, and you could probably find a used one somewhere even cheaper.

I like to use Bluefish sometimes. Quanta isn't bad either, but I usually end up sticking to vim (habit?).

Yeah i like Quanta Plus, but when i am doing visual work i use Nvu, I find it a lot quicker for stuff like that.

Yeah, Quanta+ is what I use. It's great for all XML-based languages and very good for PHP as well (integrated debugger, etc).

What version are you referring to? I find it to be very stable (kdewebdev 3.4).
