That's what makes it Open Source, the user gets the actual source code, and can compile it as is, or add to it. There are some rules, written out in the Licence it's released under, like, don't sell this source-code verbatim, but I havn't really heard of any big problems with licensing, except for a little company called SCO, but we won't talk about that..
