Yes, it's possible. Why would you want to use TOC and not OSCAR, though? Both are possible through Java.

Isn't OSCAR closed source, where-as TOC is open?

there is documentation for OSCAR online, but it's sort of incomplete. Or you could just read Gaim source code all day.

well, the client only needs chat, no bells and whistles, so unless theres something horrific about TOC, I'll leave reading Gaim source-code all day to someone else.
