It really all depends on what you're planning on making.
If you will need to make a multi-tiered application with support for databases, thin-clients, intelligent logging systems, etc., then no, it won't cut it.
However, if you're just trying to learn to language and build some useful applications along the way, then yeah, it'll do just fine for now.

Can I suggest that you try SharpDevelop? While it's maybe not as good as visual studio, it's free, and it is getting better.

Visual C# Express is fine for anything you'll learn in a book, and IMO, it works better than SD.
