That is extremely vague... I am in "non-British" Europe too, and here the age limit is 16 (afaik), but you must be 18 to get a drivers license.. and that costs about $4000.

So they say. But I would bet that the French would find a reason to drink wine even if their drinking water was absolutely perfect.

But their rate (number of occurrences divided by total population) of heart disease is among the lowest in the world. Some researchers investigated that, and found that the amount of wine the French drink helps them eliminate all the nasty things from their bloodstream.

There are some downsides for the French. They have the highest rates of alcoholism in the world. And that is associated with a high death rate due to liver disease. Their death rate caused by drink drivers is also among the highest in the world.
