What to use?

I'm trying to create a RSS feed generator for my web viewers. Here're the requirements:

1) If the viewer is a first-timer, he'll be allow to choose the number of feeds/ url of rss files/ and some other setup options
2) If the viewer has been here before in the last 15 days, he'll see the generated feeds (according to his last setup) instead of the setup page. Otherwise, he'll be treated as a first-timer

My question is: do I use a database here, or just a simple cookie session to record each user's preferences?

since you have a time out on it i would use a cookie unless you have some user login section and stuff, then i would probably use a database.
