How do you make your .exe create another .exe

Ok well I am working on a client\server based application in which the problem I am faced with is I have to hard code in the IP address to the application that will be connecting back to my program listening on a SIN port.
What I want to do is have like a Server Creator for example: remote access trojans usually have a server editor in which you can edit options and input which ip address it is to connect to and so forth, once you configured it to how you like you hit a "make .exe" button etc...
I want my program to generate the server instead of me having to send out the server pre-coded for each user who wants to utilize my program. This is so my users can customize the server for themselfs.

Why don't you just have your .exe read a config file and let the users edit the config file.

I have never done such, and my ignorance tells me that maybe this is what I am probably supposed to do, or am after, but dont know any better.

Please expand on this sir!
I am struggling to imagine the architecture of how this would work. If you would further me Da Wei; Please give me a psuedo if not a blessing of example code so I can understand!

Surely you can Google "config file." A person who wishes to be successful must develop SOME initiative and resourcefulness.

Found examples, but the problem still persist. I am wanting the .exe to do everything by itself.
Example: User gets opt'd to input their ipaddress into the server being ran on the remote machine. Well I have known all along how to make my program read in from files, and from the few boards I am reading on this thats all they are doing is reading in from a file. Once my program reads in the ipaddress someone was optioned to input how do I keep it so that THAT .exe has the value stored so that without the config file, being sent to another machine it will have that persons IP stored. This way I am not compiling a new program for each user with their IP written in. Non-Volitile memory is what I remember back in school days when doing integrated circuits and PLC controllers. Well I understand how this is supposed to work, but so far I havent found out how. I am still reasearching.. Config file was looking nice and I think there is more to it than what I am reading so I will read more on it , but if it cannot store an IP address into the .exe from the user it's not what I am after.

I researched config files and well read a few post above I edited them
Still running into a problem with this concept and for what I am after.
Basically, I give this remote client\server to a friend to use\test etc..
What he should be able to do is edit the client.exe
so that it remembers his ip address that he inputted into the program\script.
Once the client.exe has the set IP address it can be sent as a single.exe to someone else so that will connect to him. Without my users having to be programmers to do this and me having to cough up my source code.
