is it possible to create programs for windows environment( ie, programs in APIs not in dos mode) using borland c++ 3.1.

Actually I do not think it is something easily done. Since Borland C++ 4 and greater were the only version actually intended to be used for Windows based development. However if you can find the right libraries and header files you may be able to pull it off anyway, but do not expect much.
FYI: The Borland C++ 5 compiler is available free for download on their website. It is only the command line compiler and tools, however it is more than enough to get you coding in Windows, and you can probably find some good IDEs out there for it that are freeware or open source too.

Or you could go with a more up-to-date compiler, such as Visual C++ 2003 (available free from Microsoft's website) or the magical Dev-C++.

Oh, crap. I forgot the title. I thought he was asking whether it was possible to make Windows programs using Borland C++ 3.1.

He was. The answer was, "It's unlikely, and I can't be bothered to find a copy and check it out. Get Borland C++ 5.5 or some other compiler."
