I have noticed on the php section and also on the c++ section that people has questions about DBMS like Mysql and others... it would be great to have a separate section for DBMS because they are separated from programming languages...

Could work...but for some reason, I feel most of the posts will be; "Which is better?" and "What is it?"

if we put a big sticky on top of it saying: "THIS IS FOR QUESTIONS ABOUT DBMS USAGE" and enforce it, i think a trial period may be a good idea.

I like the idea of a trial period. It doesn't need to be just about DBMSs either - perhaps databases and data-handling, or something.
