You need to download it, then read about it. Afterwards, try writing a few scripts in PHP.

Actually, look into XAMPP everything is there that you need and you don't need any web hosting. It's what I use to test my PHP code.

Tizag do a great primer on PHP, one of the sites (apart from php.net) I return to often as a reference. There are a few other tutorials, css, mysql, etc...
after you go through all of that you should attempt to write something like a blog, where you can sign in and post articles atc.. after all of that you will be able to builda lot of applications given some thought.
