Well what do you think the environment that C# runs is written in? Its C/C++. You should know managed languages like C#/Java and unmanaged ones like C/C++. I think you should start with a managed language ,but you are doing yourself a disservice if you don't gain some experience manging things for yourself.

Im not really sure why VI is recommended. I started using VI and I wish I has started on Emacs or nano (although I prefer Kate now). Vi is just a piece of crap in my opinion.

I suggest vi as a joke mostly, emacs is better but a full IDE once you are working on larger projects is the best.

The IDE is very clean and intuitive, it's less of a resource hog than Visual Studio but with the same feel. All in all I'd recommend Code::Blocks as an IDE, especially since you can mix and match compilers with it easily[1]. [1] Not so easily if the compiler doesn't already have a custom plugin, but it's still possible.
