Animation on WebForms

Your best bet, depending on what sort of animation you need, would be to create either an animated .GIF, or a Flash animation.

If you're using VB.NET, you might also look into Silverlight. The tools for using managed code are still in alpha (though they've been publicly released), so when VS 2008 launches you should be able to get packages to use. There is a version for VS 2008 beta2, if you want to give it a quick shot, but the softwares will be better if you get the later versions.

Both of the things mentioned by lectricpharaoh were multimedia types that you simply include in your webform. You can't simply create animated things on a web page; you'll need to find a multimedia type that suits your purposes.
