I have used both of them... code::blocks has way to much stuff cluttered in there. Dev-C++ is plain and works fine for me...

What's so cluttered about code::blocks? Explain your statements.

Sorry I said that wrong, code::blocks is the same thing as Dev-C++ pretty much. They both do the same job, code::blocks just looks prettier and is updated more...

Code::Blocks was based on Dev-C++. It was created by a guy that used to be the lead programmer on the Dev-C++ team. Of course it's similar. But as people have said, it's not the same.
