Installing Module Error

I am getting the error located in this link http://jpplay.mg2.org/module.jpg when I am installing this module http://search.cpan.org/~bingos/POE-Component-IRC-3.3/ This is on a fresh install of Activer Perl and POE. I know POE works well I am 99% sure.

Have you considered installing it using ppm? It should have been provided along with ActivePerl.

I just tryed ppm and I got this error:

D:\irc>ppm install makefile.pl
Searching for 'makefile.pl' returned no results. Try a broader search first.

I have fixed the problem. I did use ppm in the end thanks sykkn.
