Depends on how you are interfacing with the lights I suppose. I saw someone in my program using Phidgets (http://www.phidgets.com/) with C/C++ to do something similar.

You'll have to be more specific. What kind of lights? How many? Also what you mean by certain times, as in times of the day or turn off and on in a sequence.

You'll still need to be more helpful in your posts than this if you want help. Forgive me if English is not your first language.
It's not clear why you need a program. It's easy to turn leds on and off using some IC's instead of a program but it depends on how clever you want the leds to be and how many. Otherwise I'll guess and say your best bet would be to use a microcontroller unless you don't have access to a way of programming one.
If you want to use a PC, then you should be able send bytes out from the parallel port depending on things like your OS.

The easiest way is to use a microcontroller. You could build something like this using a PIC.

If you're only interested in having a scoreboard rather than making one, it would be cheaper to buy one. If you're interested in using a PIC, you can program one in BASIC.
