I need a program that will auto configure windows services and settings.

What I want it to do is have preset options where you load the program, and then you load the config file. Then you click configure and it will disable and set up Windows Services Automatically, as well as the visual settings accordingly to what each user would use. Also the program needs to connect the the database and allow people to login to the program to be able to use it. I also need a admin page where I can easily edit the users database like wehre I can set wether or not they can use it. That way the program can not be pirated, as well as a user name and password must be put in before it can be used. The config files will be downloaded when they connect to the program it will load a list of config files, where it will download them from the server. I need registration page for the website as well.
