Linkable Frames
 
So I'm bored in class and I was looking at my friends monitor and notice he was on a site with frames and I was thinking, is there any chance that we could make a website with frames so we can have the ability to have a static nav menu as well as the ability to link to a single page rather than having to bookmark the main page and have to go through the nav menu and all that junk. It was just an idea, nothing big.

Yes. There are a number of approaches you can take, but I suspect the "proper" way to do it would be to do away with frames and use CSS to create a fixed navigation menu.

I second that. I use this approch here if you need an example.
