small program needed...

I need a small program for my clan that will allow me to set and send all the option in this (just something i sorta want it to look like) All clan leaders will have this to send stuff.

and all those options that get set will be send to this thing -which clan members will have to read and check daily...(which again something i want it sorta to look like):

It said i could TRY and find someone for free so i thought id give it a try since it seems like a easy (ish) program to make... (i can only make things within a single form :( ) any help would be greatly appreciated.

Thanks - DangerousStranger

Is there payment involved?

Why not use a webpage or RSS feed instead of building a GUI?

A webpage would be a lot easier and would be easily accessible. You could just keep it simple and have a single page with a link to edit the page which requires a password.

AHH i get this from everyone :(. my internet is not good and when u have a game running my internet takes a long time to load, i just wanted something unique and easier accessible for the clan. Also we do not have a website up yet and it is hard to get clan members to check forums daily even if u did. I want to pay you but i do not have a paypal atm, also i would like to know how much $$ it would cost for it. thanks

As others said a webpage would be the simplest solution. If you have a server which has a static ip making this program would be simple, however if you don't a simple web page would be the way to go.
