Internet Control

I was wondering if anyone knew or could point me in the right direction of how to stop a user from accessing the internet but still be able to acess the local file servers with Visual Basic. Right now we have a program that we can turn off the internet remotely and a message box will pop up saying the user doesn't have access to that site but the problem is the program turns the internet on and off based on the computer. I'm looking into a way that the program would be user dependent so that way if we have an intern their internet will always be off and we don't have to worry about what computer they are on, to turn the internet off with. We are in a domain enviroment so if there is another way this could work, I'd be happy to hear it.

May you can find something useful out of this article http://www.novell.com/coolsolutions/trench/14544.html

That didn't help much because of the fact that we have firefox installed and we have the ability to do that with Active Directory. The interns have to have some rights on the computer because of the stuff they are doing, which would cancel out the idea of setting the proxy to a bad site.
