Preferred program for audio input analysis

As the title says im looking for a program for “audio analysis”, it will have to be able to take in a stream of analog or digital audio and perform simple tasks such as turning of an electrical device. The audio input has to be monitored in terms of set bounds, such as time between highs and lows, exceeding these bounds will disable or enable a device. I attempted to use v-basic for this, but started and realized the program might not be ideal for this task. Any thoughts on this would be much appreciated and I can explain the task further if needed.

VB definetly aint the way to go. You would probably have to use a lower level language such as C/C++. Java is a possibility, but probably not your best bet. I'd go with C++ but I wouldn't even know where to start :p
