Yes, it's "not true", or no, it's not "true", whichever is appropriate. C++ requires that the compiler know about the parameters and about the return. This can be provided by either a definition or by a declaration (often referred to as a 'prototype'). Header files, for instance, usually provide declarations. The actual code, as generated by a definition or as contained in a library, is not required until the linker comes onto the scene. In any event, a function is NOT a class, and doesn't require a class to contain it; classes aren't required to express functions. Classes aren't required in C++. Your Java is intruding where it isn't applicable. An unwary novice may well take away misinformation.

I know it was out of line but when a someone comes here asking for help and we give them constructive criticism and then they get all pissy.... that doesn't make alot of sense to me...

Automatically assuming a person is right can lead you down a bad road if they don't know what they're talking about so if you're just going to listen to the person right off the bat, be cautious.

@jayme: Of course. I only listen to someone when they have proven their self or have superior knowledge to mine own. But trust is something that has to be earn and not just given over-night.
