just use plain HTML, and CSS. If you need client side scripting, use javascript, and if you need server side scripting, use php, asp or cgi scripts. Get an ht,ml editor of some kind. I can't think of too many, other than Dreamweaver, which is what I use (only for colored syntax, not WYSIWYG). Just look up html editors on google, and you will find a bunch. Some free, some not free, I personally wouldnt spend any moneyu on one.
