Anything that compiles to native code can be used, or at least I think. One still needs assembly though. A shell would be pretty cool if you could create that, especially one in Pascal does seem interesting.

Well Pascal still lives in the form of Delphi, of course 'normal Pascal' is also still used.

It still lives, they teach it in the BTEC National Diploma to get you used to sequence and to get you started in general
