Cfdisk grabs everything from UDev, and the only possible explanation for a drive not enumerating unless you've made a config mistake, or there's something wrong with the drive itself, is you're running a kernel that doesn't have the modules/compiled-in support for your hard disk controller. Gentoo for example didn't support my SATA RAID with the kernel running on the livecd so I had to manually modprobe nvraid. Did you build your own kernel or do you have an obscure disk controller?
