I wasn't sure, myself, which is why the caveat, but there is an import facility, looks something like this:
use Win32::API;
  $function = Win32::API->new(
      'mydll, 'int sum_integers(int a, int b)',
  );
  $return = $function->Call(3, 2);
Again, it's merely a possibility, not a proposed solution. I haven't used Perl since 1999, but Kaja's post seems like it would be an easy solution.
