FYI, kill the <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
at the top and the 100% height should work fine.
If you don't give a crap about CSS or web standards design, which is apparent (not a knock or anything), this should be a quick solution.
