You might want to add a few constraints. What type of content do you want to add to the PDF file?
There are plenty of free programs (some available with source) for working with PDF files, which may give you a useful start. You will be able to find a PDF reference manual from Adobe here |

I think PHP has a class for PDF if I am not mistaken.

PHP can create PDF's.
Make a program to convert Excel to PDF. I have yet to find a free tool to do it.
