Get base priority of a program

Hi all:


DOes anybody know how to determine the base priority of a program, something like this WinID does http://www.dennisbabkin.com/php/download.php?what=WinID
It's an interesting piece of software, I ran it on my WinXP and it shows that task bar has base priority higher than normal programs, as well as task manager -- I didn't know that. Also is it possible to set this base priority?

Any help will be appreciated!


PS. Search in MSDN did not yeild any ways to do it....
