One often doesn't get all the bells and whistles on a "freebie" site. I don't know if that's what you have or not. I didn't get .htaccess facilities on mine until I moved from the freebie to a paid account. They still don't have mod-rewrite (for anyone). I'm unfamiliar with Network Solutions (beyone their name), so I can't say what their policies are.
