I use Dreamweaver. It isn't free, but one can get a free trial. There are other things that work just as well but aren't as multifaceted when it comes to the whole web design picture.

And what version are you referring to? Kate 2.0? It's been mostly solid since 3.2, and rock solid for me since 3.3.
