You could even make it into a web service... which could simplify things. Sharp Develop is a free IDE for C# and VB.NET... grab you a copy of that or if you finances allow MS Visual Studio .NET is great also. Plenty of books out there on the subject matter, I'll post a few book ISBNs that I have of C#. Anything by O'Reilly, Que, Dietel & Dietel seem to be fairly well. The Black Book series and The Bible series are good books too.
