Yes, they do. In fact the VS 6 compiler has been made free (in the sense of not having to pay), which covers C2, the mod of the original C1.exe used to compile C++/C that VB6 uses, so it wouldn't be impossible to develop apps using the Working Modal edition and compile manually or using a utility app.

And it seems SharpDevelop uses the MS .Net compilers as well...
