how do I upload something I make on visual basic .NET to the internet?

You mean so other people can download your program and run it? First, you need webspace, to host it. Next, you need a program that uploads files - some services allow you to upload files through a web page, whereas others require you to use FTP, the File Transfer Protocol, to upload them. Seriously, I cannot be bothered to write a full-length tutorial right now - start up an account on Yahoo! Geocities, and they should talk you through the rest.
