Do you have the J2SE Development Kit installed? If so, when I installed mine, I had to set the classpaths before I could run the "javac" command from any folder. This may help solve your problem, it fixed mine when I first encountered it

Thanks for the advice. I had to add the paths to tools.jar, and the bin in that environment variables, just like it says in the link that knight posted.
