In France you drink wine the moment you are old enough to attend normal church... they hardly care about age out there

That is extremely vague... I am in "non-British" Europe too, and here the age limit is 16 (afaik), but you must be 18 to get a drivers license.. and that costs about $4000.

I've heard that it's because the water is not drinkable, is that true?

So they say. But I would bet that the French would find a reason to drink wine even if their drinking water was absolutely perfect.

The French have a diet that is loaded with cholesterol and all sorts of fatty things that cause problems like heart disease. But their rate (number of occurrences divided by total population) of heart disease is among the lowest in the world. There are some downsides for the French. They have the highest rates of alcoholism in the world. And that is associated with a high death rate due to liver disease. Their death rate caused by drink drivers is also among the highest in the world.
