You should be uploading the file to your cgi-bin folder - make sure you are.

i'm in the cgi-bin etc... i'm going to ask my university (who provide the server) about weather it allows the running of c++ cgi scripts.

is there a setting in the apachi config that allows you to control if c++ cgi programs can be run?

I found out what the problem was. the university changed the server to a new 64bit processor so when i made an ssh connection to annother machine and compiled there the programme would not work on the 64bit machine. ssh into the server (wasn't able to before) and compile there and all works ok.
