 Although VB.Net has a smaller learning curve in my opinion... but based on .NET C# would be fairly straight forward as well.

I would do a PHP/MySQL solution myself... seems ideal. If you want to pay me a hundred dollars i bet i can get this done tonight.

okay, so...will C# or VB.NET enable me to change the value of controls based on the value put into the first one?

Well...err... go VB! But if it's primarily an internet app and unless you're a good programmer or willing to shell out for .NET professional, I'd recommend you do it in PHP/ASP etc.
