Put it in your sig on lots of message boards, particularly things like Slashdot. Make a wikipedia article about your site. Get an IRC channel. Tell people about it. Announce it in forums like this one.

People will start to come.

Careful though, because not all forums are as friendly as this one is... people may hound you for "pimping your forum" on another forum.

Get affiliations(links to other sites) helps your page rank and chance of being crawled by varouis search engines.

dont do the advertising but put it in your sig on a forum that is spiderd by the search engines esp google and it goes on how many sites link to yours.

Nice site, i love that layout.

As for my own site, I am trying to register domain at godaddy but my parents won't let me buy a domain, even if i pay for it. They think I will give out personal information on a programming forum.

Stupid, overprotecting, parents.

what you dont know what slashdot is

go to slashdot.org and you will know what it is

Well you do have to give all your info to godaddy which then is available to anyone online who knows the domain as they can search the whois listings of the domain and find anything hey want that you put in there

legalize, I have tried to go to www.modifiedpc.net from my home pc and from school...all I got was "modifiedpc.net cannot be found"
