To do what? All of it or just the server-client communication? Getting something to transmit data from the RPI to the arduino shouldnt take more than a few days. Most of your development cost is probably going to be spent creating the GUI front-end to analyze and display your readings. There could also be significant time spent on extending and interfacing additional sensors to the hardware if it doesnt accomplish what you need out of the box.

Its entirely dependent on specifications that I havent seen. Is the graphic you showed in your first post all you wish to display? Have you been able to connect the sensors you wish to use to the rpi or is that unexplored? Is it only humidity and temperature or are there other reading you wish to take as well. All of these things seem similar but add to development time and cannot be ignored in forming a quote.

To display just the temp and humidity on a super simple GUI like you posted in the beginning I would say best case of 60 man hours. If there are unforseen issues with interfacing the sensors to the board probably more like 100. If you want a full featured gui with tools for analyzing the data it could get into several man months of effort. Theres not enough detail posted here to say confidently.

ok as stated i have successfully gotten the link in my first post to work which pings back and forth so yes I have established communication.
the graphic in the first post is all I want for starters but my picture is pretty poor. its just a command prompt, hopefully I could get a link or simple line like "start channel x" to give me an easy start to get the data i want.
the pi has a gui and works on a derivitive of debian (its actually a derivitive of raspbian which is a derivitive of debian)
