Yeah DirectShow would work, however the only ready made effect that would be relevant is the "Doppler". You can get ready made sound macros, though - good luck with that!

I've read up on DirectShow and I'm now accepting that I'll have to
write the program in c++.

OK, I've started this in c++.
I've posted my progress on the C++ board.

If anybody could take a look at it, that would be much appreciated.
